On January 29, 2026, the Industrial Energy Community of San Adrián (CEISA) was officially established, marking the culmination of more than a year of collaboration among companies, local authorities, and energy-sector stakeholders.

This initiative has been developed within the framework of the European AENEAM Project, led by AIN – Asociación de la Industria Navarra, with the participation of NASUVINSA, and with a clear objective: to promote energy efficiency and strengthen cooperation within the industrial sector of San Adrián.

 

A participatory process with strong institutional support

The journey began on November 14, 2024, at the San Adrián Town Hall, bringing together companies and institutions interested in exploring a shared energy model. The process counted on the support of the San Adrián Town Hall, ALINAR, CNTA, and the Energy Transition Service of the Government of Navarre.

 

Knowledge, collaboration, and data-driven decisions

Throughout 2024 and 2025, nine in‑person technical sessions and several online activities were held, including a specialized programme on energy communities delivered by NASUVINSA through OTC Navarra. These sessions addressed key aspects such as:

  • Industrial energy communities and legal frameworks
  • Opportunities for industrial environments
  • Real-life experiences and cooperation pathways

In parallel, AIN conducted an in-depth energy consumption study, identifying potential synergies and joint projects among participating companies.

 

From planning to action

As a result of this collaborative effort, on February 19, 2026, CEISA submitted two projects to the 2026 Energy Communities Grant Call of the Government of Navarre.
